ICD-S40 PIC16F877A. Target could not detected

I just bought PIC16F877A development Kit. I couldn't run a test target of ICD Control Program. An error message Target could not detected appears. I run the hardware diagnostic, but I failed to read device ID. The error appears " The device ID is not a valid device id for the target chip". I have check cable connection, it's look properly connected. Anyone can help me to solve the problem since I'm new in programming embeded software.

Here is the ICD-S Reference Manual:

It says to check these things:

Error: Could not detect target chip

- Verify target oscillator is working.
- Check cable from ICD to target.
- Make sure that the target chip is a supported PIC16 or PIC18

Did you have a crystal and load capacitors connected to the PIC ?
Do you have a 47K pull-up resistor on the MCLR pin of the PIC ?

be sure your target is powered from its own supply. This error will occur if your pic is not powered.
