18F8720 ICSP

I cant program the 18F8720 . Confused
EPIC is my Programmer. I used VPP,GND,PGC & PGD.
I have done this before by 18F452 with no errors.

I recall having an issue like this with some 8720's a while back. My guess and it is a long shot was that some were predisposed by Microchip at the factory to wanting their first programming experience to be at LVP. I remember that a full erase (I used a picstart programmer to get around the issue) and then they took a download from My ICDU-40. My suggestion is try to get a full erase into the chip as the very first attempt to program it. After that things have a good chance of working as expected.
