Look back through the forum about this.
Technically, a person breaks the law, if they send the file. Ignoring this though, if the file is not with your compiler, having the file, _won't_add support for the processor.
I'm afraid, that if you have a compiler without this file, you have to buy an upgrade, to get the file.
