cannot debug using PIC18LF2620

Hi, i've the 18LF2620, using ICD-U40 and programing PCW CCS 3.224. I have the same problem related in others topics: When I try to debug it loads the program, but, it says the famous: "Could not start target: The target was not halted after reset Check the target oscilator and MCLR" The header of my program is

#device ICD=TRUE
#fuses H4,NOIESO,NOBROWNOUT,NOWDT,NOPUT,STVREN,NOLVP,NOFCMEN,NOXINST,NOPBADEN,MCLR
#use delay (clock=32000000)

I ve tried what its said in other topics but I cant find whats grong. The PIC its connected only to VCC,GND, and the ICD, i have not external resonator. Its maybe that? All sugestions are welcome!

Thanks for your reply, at last I tried to do everything posted in other topics-> put the oscilator line at the end, disable the put fuse, and at last fix a little hardware problem that i had with my oscilator. Finally with this three fixed it works!
