You don't exactly tell us much to help:
1) What compiler version?.
2) New install or one you have used before?.

What you are seeing there is a _Windows_ message, not a CCS one. Almost certainly implies something like an installation error, or a file permission problem on the compiler directories.
People have had this when using MPLAB, and the compiler registration is incorrect. Is your compiler properly registered?.

1) Forget it!. The Wizard, is something that is better off not used anyway!....
Do a search here for the general opinions on this. If the actual compiler works, just forget the Wizard.
2) Odds are it is permission related. 5.010, pre-dates any attempt to make the compiler work with W10 (several versions later, there were fixes for Windows Vista!..).
I'd try changing the compatibility mode for the application, to W7. Right click on the icon you use to launch it, and 'properties', and then the 'compatibility' tab. Tick the box for 'Run this program in compatibility mode for Windows 7", and tick the 'run as administrator' box.

I put the 'Wizard' in the same boat as 'Proteus'. Serious errors and 'defaults' are 'theirs' NOT mine !

Also if possible, put CCS on a separate 'engineering' PC and run XP or W98 to get RID of 'Windows' related horror ...
