Can't Debug Through ICD-U64

I have been running the ICD-U64 for about 2 years with the same 2 programs and all has been well. I usually just take out the ICD=TRUE define when I don't want to use it. All of a sudden today, without ANY code changes, I can load the code but can no longer start the processor and get the Could Not Start Target. The Target was not halted ... message. I have seen this problem in this forum but no answers that will help me.
I use V4.138 and don't want to change for fear of side effect problems.

I tried all the usual hardware things like different ICD-U64 unit, cables, different target hardware. Nothing works.
