Can't program 24FJ128GB206 with ccsloader

hi,

I have problem to program a PIC24FJ128GB206 with CCS loader. It find the target but programmation fail with the message:
"Failure Can not halt target unless the ICD is using a debugger".

Some one can explain me what happen?????

I use ICD3 and ccsloader version is 4.046.

I try to program with MPLAB V8.60 and it's worth with it. The ID can't be read.
