Programming 18F66J60 problem with Rbias

I have a pcb with ICSP output. Pin 53(Rbias) is connected to Vss throught 2.2k resistor. But in this case it cause a voltage drop to the programmer Vdd to 1.7V and it`s not enough for programming. Is my chip burned or this is normal???

Sound like you have a home made PCB with a wiring fault.
