Zigbee Router permitJoining problem

Hi all,
I just bought the zigbee (ember em260) development kits from CCS, I tried to connect between the coordinator, router, and sleepy end-device.
But it seems like the end-device cannot join to the router, it always connects to the coordinator. If I put the end-device outside the coordinator range but still in router range,
the end-device cannot join to the router (the router successfully connected to the coordinator before). Could anyone help me?
Isn't there any router example code? Since from CCS exercise book they didn't give router program example.
