CCSLOAD: Trouble communicating from PC to PIC

Whenever I click the 'test' button in ccs load, I get this error: "chip not detected, ID=3FFF"

In the diagnostics page, my voltage is perfect @ 5.2 volts, and my device ID matches the expected. I'm using a PIC16F684, a Schmart 8 bit module, and the ICD-U64 USB programmer.

When I click to test VSS, VDD, etc, it tells me to measure the voltage at the 'chip pin'. What pin does it mean?

Thanks in advance. I'm just trying to get this thing working for once.
