I'm a bit confused. I've found a topic that says that fprintf uses interrupt routine and 64bytes buffer to send a string.
And as I understand fputs will just halt everything until string transmitted.
So how do receive functions work? (gets/fgets)
Do they use an interrupt routine as well or not?

It sounds as if you are taking the 'topic' out of context.
None of the CCS routines use interrupt functions 'out of the box'. Printf, _can_ use a buffered interrupt driven routine, by using something like ex_stisr, and telling printf to use this as it's output routine.
The USB putc/getc routines, are buffered by default.
