Fuse verification error with PIC18LF6520 using ICD-U64

Hi,
I am trying to port an application on a PIC18F6520 from about 10 years ago for a board respin with a PIC18LF6520.
The problem comes when downloading code to debug it - the main download succeeds but the system halts due to a verification error with the fuses as follows:
I have tried using CCSLOADER to do a full erase but this does not seem to affect the fuses.
It is a few years since I used a PIC and this is my first experience of a low voltage one so the odds are heavily on the problem being due to stupidity.
Does anyone have any suggestions?
Note that I have tried creating a simple project from scratch using the CCS wizard and I get exactly the same problem.

About halfway down, read the quoted reply from CCS support "Why the
Verification Error appears". Their reply appears to explain most of the
differences that you're seeing. This message from CCS support was
from way back in 2006.
I don't have the ICD-U64, but it seems to me that CCS could compensate
for this problem in their CCSload program, so you wouldn't get the errors.
Why don't you email them and ask them about it ? I'm curious why they
don't fix it.
