Need to manage the speed of the DC motor, as a sensor feedback - optocoupler.
The speed is controlled - PWM.
There are some ready PID code or algorithm for DC motor?

There are lots of good PID tutorials out there ( this one is one that I liked http://www.ece.ucdavis.edu/~spencer/195/datasheets/PID-Without-a-PhD.pdf ) They all require "tuning" for your application. You are going to need to do the research into just what you really want your system to do, response times etc. then make a pass at coding your project. I have used it before with temperature control and with a bit of tweaking, it has served very well to keep the hummingbird feeder warm in the winter.
