Led dot matrix moving message display

In a 5x7 led dot matrix display can we make a moving effect (Any letter like a or b). I tried this project but still letters are coming, the moving effects not coming. Anybody knows the logic pls inform me.

Post a schematic of what you have, and SHORT code for how you think it might be done.
