About ICD-U40 programmer

Hi,
I have a ICD-U40 (Rev 5) programmer and my target chip is pic18f66k22. The programmer software is CCS Device Programmer (V4.028) and the voltage of the target board is 5V. The connection of the programmer and the PC is no problem. My question is the programmer can't read the target chip. The target information shows the voltage of the pic18f66k22 is 3v only, but the datasheet of this chip shows its operating voltage range is 1.8v-5.5v. The diagnostics shows it can't read device ID. I used the DVM to check it. The PGD and the PGC is no problem but the Vdd of the MCLR is only 4v. I don't know why, whether the programmer don't support this chip. I am waiting for your help.
