HW/SW to Read PIC 16F690 EEPROM data via ICSP pins

I would like read PIC16F690 data stored in EEPROM via PC serial port (RS232) or USB port without the need for a device programmer.
Ideally, I would like to read the PIC16F690 EEPROM data into a PC using Visual Basic program. I know this can be done using the onboard RS232 interface but I would like to know if it can be done using the ICSP clock and data pins instead so the RS232 tx/rx pins so those pins can be used for other functions and still be able to read out the EEPROM data. It must be possible because the PICKIT 2 programmer can read out the data using ICSP clock and data!
Appreciate it if anyone knows of the HW and SW interfaces necessary to do this.
