Problem with CCSload in windows 98

I've installed the GCI+, USB drivers, the CCSload software and plugged in the ICD-U64 but I keep getting this error.
It works fine on my Vista laptop but I need it to run at my workbench on Windows 98.
Any help would be appreciated.

I downloaded CCSLoad vs. 4.022 and installed it on a Windows 98SE
machine. I then clicked on the icon to run it and I immediately got a GPF.

I don't think it runs on Windows 98.

I emailed customer service and they said it should run on win 98 and to make sure that the dll is in the same directory as the CCSLOAD but it is already there.
Don't know what else to try.
