RTOS multiple tasks at the same time base

Hi All!

Couple of questions on RTOS:

1)
I have multiple tasks I want to run at the same time basis of 100ms.
How can I implemet such thing:

task1 runs at time T, T+100 and so on...
task2 runs at time T+5, T+105 and so on...

Maximum time length of each task is small, just few instructions.

2)
I want to execute multiple tasks at a time base of 100ms.
Is there a difference, in compilation of these two codes:
Code:
#task (rate=100ms, max=1ms)
void   t1();
#task (rate=100ms, max=1ms)
void   t2();

and
Code:

#task (rate=100ms, max=1ms)
void   t1();
void   t2();
