I have this file. I have compiler version v4.057. I do not know at which compiler version the file appeared.
As far as I know it is not allowed to exchange the CCS libraries.
So my advice is to update your compiler.

This file is not a 'library'. It i just a simple 'include' file, containing defintions used by the internal functions. You can create these yourself easily, but they won't give you support for another processor.
Repeat after me:
"Adding the .h file for a processor, _will not_ add support for that processor to the compiler".
The actual support for the processor, is in the 'devices.dat' file.
You _can_ add an extra chip to this yourself (if you are using the 'windowed' compiler), using device editor, but if you want a compiler with a latter chip included, I'm afraid the only solution is to buy a latter compiler version.
