I am about to start using a 16C745 to enable USB connection to my computer. However, I am very uncertain how to program this one.
Is there any good easy-to-build programmer for this one around? Or a cheap one for sale?
Any suggestions are welcome.

Years ago, when we used the 16C77, we used PicStart-Plus for
programming. But you want something cheap... I suggest
searching Google for this string: 16C745 programmer
That will bring up pages that list the chips supported by a
programmer. The first hit I got says "El Cheapo" in the brief
description, so it sounds like what you want.

I've used a Warp-13a for a while and have had no problems with it. It costs around $100USD and has a nice list of supported devices. Check it out at http://www.newfoundelectronics.com/.
