18F6720 DEBUG INVALID KEYWORD

I'm using a 18f6720 and compiling with the PCH ver 3.187 compiler. I'm trying to debug my program with the ICD-S debugger but when I change the

#FUSES NODEBUG

statement to

#FUSES DEBUG
#device ICD=TRUE

The compiler gives me an error that says "Invalid keyword as #FUSES".
The DEBUG keyword is listed in the list of Valid Fuses.

Can someone tell my what I must be doing wrong?

This is strange. Have you tried putting the #device statement before the #fuses? Using only one of the #device or #fuses is sufficient anyway.
